Enigin Updates - Massachusetts set Strict Emissions Targets
IN THE U.S. the outgoing Massachusetts energy chief set a state mandate for greenhouse gas emissions reductions at the highest level to achieve cuts and create up to nearly 50,000 jobs.
Ian Bowles, secretary of energy and environmental affairs in the administration of Massachusetts Governor Deval Patrick, has introduced the "Massachusetts Clean Energy and Climate Plan for 2020", which sets the cuts at the maximum level that could be mandated, 25 percent below their 1990 levels within the decade, as required by the state's two-year-old anti-global warming law.
Bowles had the option of setting the emissions reduction target between 10 and 25 percent but opted for the highest level, with the cuts and predicted jobs being achieved by 2020 through energy efficiency, renewable energy and other measures.
Bowles highlighted that current measures would get Massachusetts to 18 percent below 1990 levels by 2020, but a portfolio of further policies and programmes, chosen because they promise overall cost savings and according to Bowles would allow Massachusetts to reach the “most ambitious target for greenhouse gas reduction of any state in the country.”
Bowles explained that the full implementation of the plan could also lead to an estimated 42,000 to 48,000 new jobs by 2020, both in the clean energy supply chain and through spinoff spending on goods and services.
