Enigin Update - Pakistan Implement Framwork Law on Energy Efficiency

PAKISTAN plans to publicise an energy efficiency framework law this year with the view of making substantial annual energy savings, sources revealed yesterday.

Sources from within Pakistan’s Planning Commission revealed to the local press that the framework law carried the potential of dramatic savings in the beleaguered energy supply through improved energy efficiency, possibly reaching as much as 18 percent of the total energy consumed across the country.

The National Energy Conservation Centre (ENERCON) reckon that in fact annual energy savings of up to 25 percent are possible, equaling an annual saving of $3 billion and a 51 percent reduction in oil imports.

Government officials revealed: “The government will expedite the promulgation of an energy efficiency framework law, covering provisions for codes, standards, energy reporting, labeling, testing, mandatory audits, fines and incentives, monitoring, and compliance mechanism in 2011.”

During the past 12 months or more we have been reporting on Pakistan's stiff laws restricting everything from working hours and shop and market opening times, through to enforced closures just to reduce energy demand and to prevent load-shedding. Sources in the Planning Commission admitted the power sector has suffered heavy losses due to generation, distribution issues and mismanagement.

The officials added that the distribution issues had constrained the power sector with 20 percent power loss reported by Pakistan Electricity Power Company (PEPCO), average technical losses at eight percent and the net loss due to mismanagement and theft stood at 10 percent annually.
