Enigin Update - Large Indian Corporations to be Energy Capped

LARGE corporations in India will have to keep a close eye on their power usage as the government is to set a cap on their energy consumption.

According to officials at the Indian Bureau of Energy Efficiency (BEE) a list of around 477 facilities belonging to various large corporations has been made with targets set for energy use.

The action by BEE is to improve the energy efficiency of Indian industry. Currently companies that exceed their energy cap and will hence be penalised, while those achieving the target will be rewarded with tradable permits. The scheme is expected to become the world's largest energy saving certificate-trading system.

The programme includes plants across eight sectors, including steel, fertilizer, oil refineries, paper mills, thermal power plants and others, with the BEE the implementing and regulatory agency.

Prodipto Ghosh, chairman (environment committee) of Federation of Indian Chambers of Commerce and Industry: "The programme has been designed after broad industry consultations. Initially, companies were worried about the base period and the methodology followed for arriving at the targets. But the issues have been resolved and the government would soon come out with a gazette notification."

A senior official at the BEE has revealed: "The industry consultation is over. We will notify the companies about the energy cap soon and the process would start in March, 2012."

The corporations will be given three years to achieve their targets, with the first tradeable certificates likely to be issued in 2013 and the energy permits would be traded monthly.

The new programme is the initiative of the government's National Mission on Enhanced Energy Efficiency; one out of the eight missions planned under the National Action Plan on Climate Change.
