GOVERNMENTS could reduce their energy consumption by as much as 20 percent by encouraging investors to upgrade buildings to make them more energy efficient, claims an energy expert.

Investment opportunities open to officials could be worth as much as $300 billion a year worldwide through the creation of an investing in “energy efficiency assets” framework, claimed Peter Sweatman, CEO of Climate Strategy in a report, co-authored by Katrina Managan of the Instituto de Empresa business school, released today.

“The level of ambition required to reach a lot of the stated national targets of energy efficiency is high, and a greater level of policy engagement is going to be required to meet them,” Sweatman told Bloomberg in a telephone interview yesterday day.

A related report by HSBC Holdings Plc states that improving energy efficiency in buildings and factories, amongst others, is the quickest and cheapest way to reduce greenhouse gas emissions and could be worth $1.2 trillion a year in sales by 2020.

Bloomberg report that Sweatman recommends that governments should offer guarantees for financing arrangements which can combine energy-efficiency projects with standardised documentation that can sell securities backed by those assets to institutional investors. This move would allow officials to deliver aid to a wider number of projects without having to approve individual refits.

“We need a more agile way in which governments can provide support,” Sweatman said.
