Enigin Update - EU Energy Ministers call for Flexible Energy Efficiency Targets
DISSATISFIED delegates at a meeting of European energy ministers in Brussels this week raised their concerns over the rigid targets in the European Commissions proposed energy efficiency directive.
A progress report on a draft directive on energy efficiency was presented at the meeting of the EU Council of Ministers for energy by the current EU presidency, Poland.
The aim of the proposal was generally approved by ministers, but with the directive that there should be greater flexibility for EU member states in applying what they termed “cost-efficient measures” to reach the directive’s targets, which includes amongst others a 3 percent energy efficiency upgrade target for public buildings.
The Polish presidency's report also called for more contemplation and further negotiations on the proposed directive, particularly including metering and informative billing, energy audits and energy management systems, energy efficiency obligation schemes, and promoting energy efficiency in cooling and heating systems.
Waldemar Pawlak, Polish deputy prime minister, said following the Council of Ministers meeting, "We have agreed on the areas where further work is needed to reduce energy use. ....We will redraft the directive and present it in the first half of December."
