Enigin Update - China to set Tough Energy Efficiency Goals
THE Financial Times (FT) reports that Chinese leaders met this weekend to finalise the country’s 12th five-tear plan which includes targets for energy efficiency and CO2 emissions.
Today the plenum of the Central Committee of the Communist party will complete the plan which will go for approval from next years National People’s Congress.
The FT rumours that one of the notable parts of the new plan will be the new targets set for energy efficiency and green house gas emissions.
China’s current five-year plan aimed to reduce energy intensity, the amount of energy consumed per unit of gross domestic product, by a fifth over the five years. As we have reported on these pages this year that this target has been problematical for the People’s Republic. with recent increased efforts to reach the target by the end of this year, resulting in industrial closures, power cuts to small businesses and the dimming or switching off of traffic lights.
The current efforts are expected to be strengthened in the new five-year plan. The state media is reporting that Dai Yande, vice-director of the Energy Research Institute of National Development and Reform Commission, said the energy target will be for a 15-20 per cent reduction in energy intensity.
The FT though reckons that the target could be even more ambitious. stating officials have suggested a goal of a 40-45 per cent cut in carbon intensity by 2020, with the new five-year plan reinforcing that with an interim target.
