CHINA is revitalising its interest in energy saving and efficiency, in response to power shortages and blackouts this year, along with longer-term security worries about dependence on energy imports.

The importance of reemphasising energy efficiency comes as China's construction industry continues to drive forward ahead at breakneck speed. In 2010, China used eight times as much cement as India, the world’s second-largest consumer, and now it leads the world in the consumption of steel and other industrial materials.

In China between 13 to 21 million rural people migrate to cities each annually, hence the real estate industry has been building office towers and apartment buildings at a fast pace, often with little though to energy efficiency.

It is estimated that the country’s commercial office buildings use 10 to 20 percent less electricity per square meter than comparable buildings in western countries. Experts agree that the energy savings come not from the better designed buildings but from thermostats set as high as 26 degrees Celsius in summer and as low as 18 degrees in winter, from behaviour of the occupants not from well though out strategies.

Senior executives in the material industries reckon that Chinese construction companies have generally chosen low-cost, less energy efficient materials and technologies because buildings in China tended to change hands so frequently that owners seldom looked for any long-term paybacks from energy savings.
