Enigin Update - APEC Address Energy Concerns
LEADERS from APEC’s (Asia-Pacific Economic Cooperation) 21 member nations vowed on Sunday to promote green growth, energy efficiency and cut fossil fuel subsidies across the region.
The leaders agreed to a non-binding target to reduce the region's high energy intensity, which measures the energy efficiency of national economies, by 45 per cent of 2005 levels by 2035.
The APEC summit, held in Honolulu, concluded their meetings by releasing the "Honolulu Declaration”, which contained a key component with the declaration to promote energy efficiency, environmentally friendly growth, including the need to "rationalise and phase out inefficient fossil-fuel subsidies that encourage wasteful consumption."
The leaders decided on a non-binding, voluntary reporting mechanism, which will be reviewed annually, on how countries are progressing toward the goals.
APEC members also committed their economies to promoting energy efficiency in buildings, power grids, low-carbon communities and transport.
Australian Prime Minister Julia Gillard, commented to reporters shortly after the meeting ended.”That means the whole region will collaborate to reduce energy intensity, The setting of this ambitious goal is an important outcome.

Two APEC member stated, the U.S. and China, are the world's two biggest emitters of greenhouse gases, which are blamed for global warming.
U.S. President, Barack Obama, in his closing news conference as host of the summit said: "We raised the bar on ourselves and will aim for even higher energy efficiencies, and we're moving ahead with the effort to phase out fossil fuel subsidies.
“This would be a huge step toward clean-energy economies and fighting climate change."
Pang Sen, a deputy director-general at China’s Ministry of Foreign Affairs, indicated his delight at the voluntary aspect of the declaration, when he stated: “The outcome document has demonstrated very clearly that our target is an aspirational one.....It also demonstrates the principle of voluntarism and non-binding.”
